When the barge is quite far away from the carrier occasionally it slows to a crawl in the sea. We've only noticed this happens when returning back to the warehouse but unsure if this is a coincidence or not. It appears to go very slowly, then speed up for a brief moment, then slow down again.

Thanks for reporting this.
When barges are in deep water / large waves, they do move slower / apply less throttle when near the crest of a large wave. It sounds like your barges are traveling in the same direction as large waves and slow down as a large wave passes below them. 1m/s does seem too slow for this. If we can reproduce this, we may be able to speed them up.
