vehicle_hud.lua fails to sync from server/ost to client
screen_menu_quit.lua is not loaded, despite it being present in the mod
Also can you make the "-dev" launch option work with the new modding system

I'm bumping this as I've been getting a large number of reports as of recently that vehicle_hud.lua is not being synced across clients.
