With throttle and ignition both at 0, upon spawn, gas will immediately leak from tanks through rocket engine.

With ignition, liquid rocket engines expel gas at the same rate whether the throttle is at 1 or 0.1.

This may be a "feature." I control it with variable-flow valves or ON/OFF valves if using 100% throttle only. This seems to fit with the game designer's philosophy of having the builder to a fair amount of tweaking and fussing to get things to work optimally. On the upside this does differentiate the finely honed model from the first attempt and therefore rewards those who do in-game research and such. On the downside it can make things very complicated.

if that were the case there would be no need for a throttle input on the rocket.
