I experience similar problems with jet engines. Sometimes they simply stop accepting fuel and nothing, including reloading the vehicle or restarting the game will correct this. I'm thinking this has to do with the way things are saved, but this is just speculation.

This could also be the normal / expected behaviour based on the design of your creation. It is very difficult for us to investigate speculative issues but are happy to look at any issue with a clear and simple example.
