Make the server use more bandwidth to send the mods to clients as it is only using about 100kbit/s. We to swap who hosts the game but it is the same. It is really frustrating as I have ~400Mbit/s upload and my friends have similar downloads and it is not utilized. We gave up multiplayer after waiting for an hour.
You could also make it check which mods are already subscribed to, and only send the missing ones.
